INFCOM-1(III)

The World Meteorological Organization (WMO) is closely monitoring the situation in relation to the Coronavirus disease (COVID-19) outbreak and regularly consulting with the United Nations, the World Health Organization, the Swiss Authorities and our Members. 

As a result of the of the outbreak, the first session of the Commission for Observation, Infrastructure and Information Systems (INFCOM-1) is organized in 3 parts:


The Interim Abridged Final Report INFCOM-1 (WMO-No. 1251) is now available in English (other languages will be posted as they become available): EN, FR, RU, ES, AR.

Instructions and guidelines on the use of the online platform will be made available on the session website and participants will be required to test the videoconferencing tool prior to the session.

In view of limited time during the virtual session to discuss documents, and in order to facilitate discussion, Permanent Representatives and session delegates are invited to provide their comments and proposed changes to the documents in advance of the Session via plenary@wmo.int, preferably one week before the Session. In addition, the president of the Commission, following consultation with the Management Group and according to defined criteria, is proposing to the Commission to adopt a list of consensual draft Decisions and Recommendations without debate (see details here). 

The Session will open at 12:00 UTC on Monday 12 April 2021. Virtual sessions of three hours will take place every day during the week between 12:00 and 15:00 UTC. See Tentative Workplan for details.

Online pre-registration is required for all participants. In view of their official status with WMO, Permanent Representatives of WMO Members (PRs) have been given access to an online Event Registration System allowing the pre-registration of their respective delegations. More information concerning the online pre-registration is provided under the section Online Registration and Credentials of this website. WMO Congress 17 adopted Res. 59 on Gender Equality and Empowerment of Women and urged Members to increase the representation of women in delegations. INFCOM is striving for at least 40% female participation. Your support would be appreciated.

Information on commission membership and session quorum 

While any WMO Member can participate in the sessions of technical commissions, please note the following information regarding the commission membership and meeting quorum. 

GENERAL REGULATION 141 

(b) At each regular session of Congress, the technical commissions for the next financial period shall be established in accordance with Article 8 (g) of the Convention. Members shall normally notify the Secretary-General on which commissions they intend to be represented. Such notification should normally be sent within 90 days after closure of the session of Congress and not later than 60 days before the ordinary session of the commission concerned. 

Such notification should be sent to the Secretary-General by governments of WMO Members, normally Ministers of Foreign Affairs. Circular letter to Permanent Representatives of 24 January 2020 (ref: 00670/2020/SG/Commissions Membership and Experts) explains this procedure. It asks PRs to work with their Ministries of Foreign Affairs to prepare a letter from their governments indicating if they intend to be represented on one or both technical commissions.

In order to be represented on the Commission for Observation, Infrastructure and Information Systems (INFCOM), please send a letter from your, Ministry of Foreign Affairs, Ministry responsible for the Meteorological Service or Permanent Mission in Geneva of the Member to the Secretary-General. Letters can be sent by e-mail to wmo@wmo.int.

GENERAL REGULATION 147 

The quorum for a meeting shall be a simple majority of the Members with voting rights who are represented on the Commission (as per Regulation 141 (b)). 

GENERAL REGULATION 143 

Technical commissions shall be composed of technical experts in the fields covered by the terms of reference of the commission. The designation of technical experts to participate in the activities of a technical commission shall be by the Permanent Representative, in consultations with the Hydrological Adviser (as relates to experts in hydrology), of the Member represented on the commission, and by the competent authority of the United Nations or other international organization with which the Organization has concluded arrangements or agreements.

Simultaneous interpretation into the six WMO official languages: Arabic, Chinese, English, French, Russian and Spanish will be provided during the online plenary meetings through the virtual platform.
Documents will be issued in the six WMO official languages and will be posted before and during the session on this website.

In order to reduce the time for introductions,  presentations (slides and/or video) will be uploaded for a number of items prior to the session.
