5. Budget

As per Article 14(b) of the Convention, and upon advice of the Financial Advisory Committee, the Council will examine the proposal for the maximum expenditure for the following financial period prepared by the Secretary-General and will elaborate its recommendations to Congress [Decision 11 [EC-75)].
