3.1 Strategic plan and budget 2024–2027
(1) In accordance with Regulation 109 (3), Congress will consider the adoption of the Strategic Plan 2024–2027 recommended by the Executive Council.

(2) In accordance with Article 23 (a) of the WMO Convention, General Regulation 109 (3) and Article 3 of the Financial Regulations, Congress will determine the maximum expenditure for the nineteenth financial period (2024–2027) guided by the recommendations of the Executive Council and the Financial Advisory Committee.
